SAC Leadership

The Standardization Administration of China (SAC), operated under the State Administration for Market Regulation (SAMR), serves as the country's national standards body responsible for the unified management, supervision, and overall coordination of standardization work across China. SAC develops and maintains a wide range of Guobiao (national) standards, abbreviated as GB. SAC Committees

SAC TC15 is China’s National Technical Committee on Plastics, and functions as a mirror committee to ISO TC 61. Within this group, SC5 - Subcommittee on Aging Methods is responsible for drafting and managing national standards for testing the weathering and degradation of plastic materials. Under the guidance of the China Petroleum and Chemical Industry Federation (CPCIF), the subcommittee establishes official methodologies for both natural outdoor weathering and laboratory-accelerated aging tests (such as UV, heat, and moisture exposure) to evaluate the long-term durability and lifespans of polymers. This committee manages test standards such as GB/T 16422.1, GB/T 16422.2, GB/T 16422.3.

SAC TC5 is China’s National Technical Committee on Paints and Pigments, serving as an analogue to ISO TC 35 Paints. Within this broader committee, SC10 - Subcommittee on Products and Test Methods of Binders for Paints focuses on drafting, revising, and managing national standards specifically for paint binders (the film-forming component or "paint base") and their related testing methodologies. It establishes uniform rules for product quality, chemical composition, and performance testing to ensure consistency across the domestic coatings and paint manufacturing industries. This committee is sponsored and guided by the China Petroleum and Chemical Industry Federation (CPCIF), and manages key test standards such as GB/T 1865, GB/T 13893.2, and GB/T 23987.3.

SAC TC209 is China's National Technical Committee on Textiles, perfirming a similar function to ISO TC 38. SC1 - Subcommittee on Base and Test Methods is sponsored and guided by the China National Textile and Apparel Council (CNTAC) and is responsible for the unified drafting, revision, and management of foundational national textile standards. Its scope primarily covers fundamental textile terminology, safety guidelines, and core physical and chemical testing methodologies (such as analyzing fiber composition or detecting restricted chemical dyes) to safeguard quality control across the broader textile and apparel industries. This committee manages test standards such as GB/T 8427 and GB/T 8430.
